Smullen Campaign Responds to Disruption at Upstate Conservative Caucus Meeting

SARATOGA COUNTY, New York (June 17, 2026) – Last night, at the Upstate Conservative Coalition meeting, paid employees and staffers of lifelong Democrat Anthony Constantino from outside of the district completely disrupted and shut down a public forum by shouting down Robert Smullen, and verbally assaulting committee members before needing to be removed from the meeting.

Anthony Constantino’s staffers, after realizing their staged theatrics and planned lies were not working, resorted to verbally attacking voters and committee members in the room.

Since then, Anthony Constantino has lied about the events as his campaign is in a desperate spiral, attempting to distract from the behavior of his paid staff members in the room.

The attacks centered on three false claims: that a privately-funded solar installation on Smullen's property is connected to Communist China, that it was funded by taxpayers, and that Assemblyman Smullen committed tax fraud. All three claims are false.

The solar installation on Assemblyman Smullen's property was financed entirely with private capital. The panels are manufactured by LG – the same company that makes the refrigerators, televisions, and washing machines in millions of American homes. There is no connection to China, the Chinese Communist Party, or any Chinese-affiliated entity of any kind.

The tax fraud allegation is not new. It was first raised during Assemblyman Smullen's 2018 campaign for the State Assembly – a politically motivated attempt to weaponize the criminal justice system against a candidate, the same tactic used against President Donald Trump. Assemblyman Smullen did not commit a felony. He was not convicted of any crime. The allegation was then what it remains today: a smear with no basis in fact, recycled by a campaign that has run out of legitimate attacks.

The 30-second spot features Robert Smullen – retired Marine Corps Colonel and Republican and Conservative Party candidate for Congress – drawing a sharp contrast with opponent Lifelong Democrat Anthony Constantino on character, record, and fitness for office.

In the ad, Smullen highlights his 24 years of military service, including three tours in Afghanistan, before turning to Constantino's documented record: anti-police rhetoric, mocking the disabled, hiring convicted sex offenders on his campaign, and spending millions on a campaign built on deception rather than substance.

The New York Times reported on campaign associates accused of murder and inappropriate contact with a child . POLITICO reported on a paid petition gatherer previously convicted of petition fraud . WTEN Channel 10 and other local outlets reported on a campaign associate accused of stealing $3,000 from a youth baseball league. A man who surrounds himself with people like that has no morals. He has no soul. Nothing is off limits for Anthony Constantino – and that makes him unfit to serve the people of New York's 21st District or any district in this country.

He Is Attacking a Grieving Father While Demanding Payment.

The same man whose allies attacked Assemblyman Smullen for discussing the death of his 14-year-old son – who was killed in a traffic accident in 2024 and gave the gift of life as an organ donor – now has the audacity to demand financial compensation for being called out on it. Constantino's own campaign allies posted on Facebook that Assemblyman Smullen was "using his own dead son as a political prop." Constantino's pattern of fabrication continues after previous ad pulled for fake newspaper headline

GLOVERSVILLE, New York (May 29, 2026) – The Robert Smullen for Congress campaign is demanding the immediate removal of a radio advertisement paid for by the Anthony Constantino campaign that contains multiple outright lies about retired Marine Corps Colonel and New York State Assemblyman Robert Smullen.

The ad makes at least three demonstrably false claims:

LIE: Robert Smullen "is endorsed by the ultra liberal New York State Teachers Union."

This is a complete fabrication. Robert Smullen has received no endorsement from any teachers union. The Constantino campaign invented this claim out of thin air in an apparent attempt to mislead Republican primary voters.

LIE: Robert Smullen was "not qualified" for veterans tax exemption benefits.

Robert Smullen served 24 years in the United States Marine Corps, including multiple combat deployments. He earned his veterans benefits through decades of sacrifice and service to this country. The suggestion that a retired Marine Colonel was not qualified for veterans benefits is not only false, it is an insult to his service and to every veteran who has earned the same.

LIE: Robert Smullen "used his political contacts to negotiate the felony charge down."

This is another outright fabrication with no basis in fact. Robert Smullen did not use political contacts to influence the outcome of his tax case.

This is not the first time the Constantino campaign has been caught lying to voters. The campaign was previously forced to pull a separate advertisement that fabricated a quote attributed to the Albany Times Union newspaper .

A Democrat by Any Other Name

Lifelong Democrat Anthony Constantino was registered as a Democrat in 2018 and again in 2022. He did not register as a Republican until 2024 -- the same year he decided to run for Congress. He did not vote in the 2016 or 2020 Republican presidential primaries. He donated to Paul Tonko, a congressman who voted to impeach President Trump.

Constantino's company, Sticker Mule, did business with the North Carolina Democrat Party, the Oklahoma Democrat Party, and the DNC.

Antisemitic Merchandise. Anti-Police Stickers.

Sticker Mule sells stickers attacking President Trump, MAGA Republicans, and law enforcement. It sells anti-police and anti-ICE stickers, including stickers that say “KILL THE POLICE.”

The same company lifelong Democrat Anthony Constantino built his campaign around manufactured, sold, and profited from stickers reading "The Jews Did This." Those stickers appeared at gas stations, including one in Ohio. They were only removed after StopAntisemitism called them out publicly.

After the George Floyd riots, Constantino himself called for ending police unions, re-evaluating all officers within 30 days, and removing officers without due process .

Scandals, Liens, and a Fabricated Ad

The problems don't end there. Lifelong Democrat Anthony Constantino:

Had tax liens in Kansas ($7,040), Ohio ($1,814), and Wyoming ($5,323) -- and denied they existed.
Hired a man charged with murder in Nevada, who remained on the campaign payroll until early 2026.
Had on staff a man who pled guilty to inappropriately touching a 14-year-old girl.
Employed a man convicted of fraud for forging petition signatures.

Refused to Debate – Then Had No Answers When He Finally Showed Up

For months, lifelong Democrat Anthony Constantino declined debates with WWNY/WCAX, WUTQ 100.7, the Daily Gazette/Glove Theater, and NY1 -- offering a different excuse each time. His misleading characterization of a 2018 tax paperwork matter that was resolved and reduced to a violation – not a felony – while ignoring Constantino's own documented tax liens in three states totaling more than $14,000.
His false claim that Robert refused to support President Trump, when Robert actually voted for President Trump in the 2016, 2020, and 2024 Republican primaries and was appointed by the president in 2018. NY GOP picks a side in Stefanik successor race

The New York GOP is taking the rare step of declaring a favorite in a contentio us House primary, backing Assemblymember Robert Smullen to succeed retiring Rep. Elise Stefanik.

The nod from the state Republican committee and its chair, Ed Cox, solidifies Smullen as the clear establishment favorite over his upstart rival, Anthony Constantino.

And the endorsement sets up a high-stakes battle between a staid lawmaker with a long resume in public life and the military against a colorful sticker entrepreneur who memorably erected a large sign supporting President Donald Trump.

“I’m honored to receive the endorsement of the New York State Republican Party,” Smullen said in a statement to Playbook. “As the only Trump-appointed candidate in this race, I’m proud to have earned the trust and support of leaders from across NY-21, including the Conservative Party of New York, who are united around a shared mission — bringing strong, conservative leadership back to Washington.”

Republicans do not relish the possibility of an intraparty feud in this sprawling and mostly rural House district that stretches from the outskirts of the Capital Region to the Canadian border.

Searing memories persist in the region of the 2009 battle between Republican candidate Dede Scozzafava and Conservative Party favorite Doug Hoffman, which ultimately led to Democrat Bill Owens’ victory in the deep red district.

But Constantino has been a source of agita for some institutional party officials dating back to last year, when Stefanik was initially expected to resign to become Trump’s United Nations ambassador.

A messy process to replace her, in which Constantino was one of the hopefuls, devolved into a dispute still playing out in court.

State Conservative Chair Gerard Kassar is suing him for defamation , after Constantino claimed the party leader threatened to kill him. Kassar, who has also endorsed Smullen, denied making a death threat . Constantino has denied any wrongdoing.

Yet he’s brought a Trumpian flare to the race — a sharp contrast with Smullen, a studious state lawmaker and retired Marine colonel.

Constantino has referred to Kassar as “Fat Jerry” and derided another would-be rival , Republican Liz Joy, for having a “LOSER” mentality.

Stefanik, who dropped her bid for governor last year, is vacating a House seat she’s held comfortably for the last decade.

During that time in office, she has become a staunch Trump supporter and defended him during his first impeachment.

Yet Stefanik didn’t immediately embrace the MAGA movement — she was largely drafted into it after coming up as a protégé of wonkish former House Speaker Paul Ryan.

The race to replace her will test whether a Republican like Smullen with his institutional ties can defeat an unconventional candidate like Constantino — running free of formal party backing, but making an appeal directly to voters.

A Democratic victory in the district, which Trump easily won three times, would be unthinkable for Republicans, even in a tough election cycle. But a messy GOP fight stands to potentially make the job of holding the seat all the harder. — Nick Reisman

GLOVERSVILLE, New York – The Robert Smullen for Congress campaign today announced a major show of early strength and momentum, raising over $500,000 just days after launching Marine Colonel and Assemblyman Robert Smullen’s campaign for Congress in New York’s 21st District.

Smullen – the only Trump-appointed candidate in the race – said the early fundraising reflects the strong, immediate support for his mission-driven, Upstate First campaign.

“Upstate families want a proven conservative and a battle-tested leader they can trust,” said Colonel Smullen. “I’m humbled by the immediate outpouring of support since entering this race. Voters know I have the experience, record, and conviction to fight for them every single day – and to always put Upstate First.”

A retired Marine Corps Colonel, three-tour Afghanistan combat veteran, and the only candidate personally appointed by President Donald J. Trump, Smullen’s service-first record has resonated deeply with grassroots supporters. His leadership in the New York State Assembly – where he has stood up to one-party rule, defended constitutional freedoms, and delivered results for Upstate communities – has further fueled the early enthusiasm behind his campaign.

GLOVERSVILLE, New York – Robert Smullen, a retired Marine Corps Colonel, Trump appointee, respected conservative leader, and current New York State Assemblyman, today announced his campaign for Congress in New York’s 21st District. A lifelong Upstate New Yorker and steadfast supporter of President Donald J. Trump’s America First agenda, Smullen is running to bring service, strength, and common sense to Washington.

“For too long, Washington has forgotten the people of Upstate New York,” said Smullen. “As a Marine and a public servant, I’ve dedicated my life to defending our freedoms, fighting for our communities, and putting people before politics. It’s time to send a servant leader to Washington who will always put Upstate First.”

Smullen currently represents New York’s 118th Assembly District, where he has earned a reputation as one of Albany’s strongest voices for conservative reform. A graduate of The Citadel and a native of Upstate New York, he has fought tirelessly against one-party rule, worked to lower taxes, defend the Constitution, and restore common sense to state government.

Before entering public service, Smullen spent 24 years in the United States Marine Corps, rising to the rank of Colonel and leading troops in combat during three tours in Afghanistan. He also served at the Pentagon, shaping national defense strategy, and was appointed a White House Fellow under President George W. Bush at the U.S. Department of Energy. In 2018, President Trump appointed him to the President’s Commission on White House Fellows — recognizing his lifetime of service and leadership.

“I served under President Trump’s leadership and share his vision for a strong America, secure borders, and an economy that works for working people,” Smullen said. “In Congress, I’ll continue that mission — fighting alongside President Trump and building on the incredible success of Congresswoman Elise Stefanik, our next Governor, to deliver results for the families of Upstate New York.”

As an Assemblyman, Smullen has served as Chairman of the Republican Conference, Co-Chair of the Assembly Sportsmen’s Caucus, and author of the Assembly Republican Rural Initiative — a blueprint to strengthen New York’s rural communities. Smullen was elected by peers as Chairman of the Assembly Republican Review Committee and is a National Board Member of the American Legislative Exchange Council. His leadership has earned respect across the state and the support of conservative voters who know he’ll bring the same grit, honor, and discipline he showed in the Marines to Congress.
